This may or may not be a typo, but it does seem a bit out of place.
According to the website’s Experience and Gold Table, for a player to obtain level 40 in their primary class, they require 40 million experience and 648 million gold. It seems out of place becuase level 39 only requires around 1/2 million gold, and level 40 avatar only requires around 4 million gold.

Nod, I’ve always seen it as a typo, I recently levelled 40 prime, and I can assure you that I didn’t pay 648 mill for it :)
