Navy blue spellbook

Greeting mortals.

• Restrictions on Navy blue spellbook (ice storm spellbook) have been adjusted, so it will show right now in Valk Library.

Thanks Roth for reporting.

Fix already in game (for new created books, that is).

Best regards.
