Is frostbolt memmable?
(I tried but I had just learned the spell to 95%. Perhaps it is only memmable after renting.)
According to the setup for spells, as I understand them it should be memmable. It is a level 38 mage spell, and therefore should be memmable. Am I missing something?
Thanks.

With this spell, the mage creates a mass of ice and chilled air and
launches it at his opponent. In addition to causing frostbite and
damage from the shards of ice, the victim may be so chilled that his
reactions are slowed, in which case he will attack more slowly until
he warms up again.
